Littlehampton area cycling safely campaign

Cycling is reasonably safe in Littlehampton, but it remains very scary and unpopular. The WHO/UN have recommended
- non-car users should be separated from fast traffic
- very busy roads should have cycling lanes
- narrow busy roads (where there is no room for cycling lanes) shared with cyclists should have a maximum speed of 20mph.

We don't have this in Littlehampton. Essentially we need safe cycling for 11 year olds. Cycling lanes are expensive and should be funded from central government, which is not really (or minimally) happening. But 20mph limits in all urban areas (and slower speeds in the countryside) are cheap, and can be implemented across an urban area easily.
